RESPONSIBLE BEVERAGE SELLER TRAINING (RBST)

Responsible Beverage Seller Training (also known as “seller server training") focuses on educating owners, managers, servers, and sellers at alcohol establishments about strategies to avoid illegally selling alcohol to underage youth or intoxicated patrons. Training can be required by local or state law, or a law/ordinance may provide incentives for businesses that undergo training. In addition, some individual establishments may voluntarily implement training policies in the absence of any legal requirements or incentives.

 What does the RBST course cover and to whom does it apply?

  • Help managers and servers/sellers understand state, community, and establishment-level alcohol policies and potential consequences for failing to comply with such policies (criminal or civil liability, job loss, etc)
  • Provide the necessary skills to comply with these policies
  • Demonstrates the importance of checking age identification of customers who appear under age 30
  • Lessons on how to identify fake IDs and what to do once a fake ID is confiscated
  • Lessons on how to recognize situations in which adults are buying alcohol for underage youth
  • Information on how to refuse sales to individuals who may supply alcohol to underage youth
  • How to identify intoxicated customers
  • How to refuse service to underage youth and intoxicated customers

 Required States vs. Non-Required States

States listed below fall into one of two categories, either mandatory or mitigating benefits. The states listed that are “non mandatory” may offer incentives such as reduced or waived fines for first or repeated violations, Safe Harbor where applicable, and protection of loss of liquor license. In states where there is no mandate or “mitigating benefit”, insurance carriers may often offer a discounted rate to their clients on the Liquor Liability portion of their policy if all servers have taken an approved course. Be sure to check with your insurance carrier for applicable discounts and also confirm violation fines with the state’s liquor commission.

  • Mandatory Law: Alaska, Delaware, Hawaii, Idaho (Boise), Louisiana, Maryland, New Mexico, Oregon, Rhode Island, Tennessee, Utah, Vermont, Washington, Washington DC, Wisconsin.
  • Mandatory Law for managers only: Arizona, Illinois, Michigan
  • Non-Mandatory Law: Alabama, Arizona, Arkansas, California, Florida, Illinois, Indiana, Kentucky, Maine, Michigan, Nevada, New Hampshire, Texas
